It deliberately handles list management and campaigns but leaves actual delivery to whatever SMTP provider or SES you plug in, so it does not solve deliverability for you — you'll still need a sending setup that reaches inboxes. It's self-host only and AGPL-3.0, so factor the license in if you're embedding it in a commercial network service.
